About DQ Navigator
From Decision Quality principles to practical decision work
DQ Navigator is a structured digital environment for developing, assessing, reviewing, and governing important decisions.
What DQ Navigator does
DQ Navigator translates established Decision Quality principles into connected workflows for collaborative decision development, management assessment, and enterprise decision governance. It keeps the evidence behind a decision visible: what is being decided, which alternatives matter, what is uncertain, what people value, how the reasoning works, and what commitment requires.
Decision Quality is not outcome certainty
Important decisions are made under uncertainty. A sound process can still lead to an unfavorable outcome, just as a weak process may occasionally be followed by a favorable one. Decision Quality asks whether the decision was well framed, supported by meaningful alternatives, informed by relevant information, aligned with values, reasoned soundly, and supported by commitment to action.

Methodology & Research Basis
DQ Navigator is built around the established six-element Decision Quality framework: Appropriate Frame, Creative Alternatives, Relevant and Reliable Information, Clear Values and Trade-offs, Sound Reasoning, and Commitment to Action.
These principles are grounded in established Decision Quality and Decision Analysis practice and are reflected in professional, academic, and educational sources, including the Society of Decision Professionals, Strategic Decisions Group, Decision Education Foundation, and the Decision Analysis tradition associated with Stanford University.
DQ Navigator translates these established principles into structured digital workflows for decision development, assessment, review, and governance.
For management assessment, DQ Navigator applies a proprietary 24-criterion assessment developed by Project Victor Co., Ltd. The assessment operationalizes the six Decision Quality dimensions through four management criteria per dimension, providing a structured basis for evaluating the quality and completeness of a decision package.
